Approvals Process and Timelines

In order to construct and operate the proposed Chandler Facility, Tellus is seeking approval from:
  • The Commonwealth Department of the Environment and Energy (DEE)
  • The Northern Territory Environment Protection Authority (EPA)
  • The Northern Territory Department of Primary Industry and Resources (DPIR)
There are many pieces of legislation that the Environmental Impact Statement (EIS) must address. However, the key environmental legislation that the EIS addresses are:
  • Environment Protection and Biodiversity Conservation Act 1999 (Cmth)
  • Native Title Act (Cmth)
  • Environmental Assessment Act (NT)
  • Waste Management Pollution Control Act (NT)
  • Minerals Title Act (NT)
  • Mining Management Act (NT)
Below is a summary of the environmental impact assessment process timeline for the Chandler Project.

21 June 2013 Draft Terms of Reference (ToR) released for public comment
19 July 2013 Final ToR issued to Tellus
21 April 2016 Receipt of clause 14A notification
10 May 2016 Decision of clause 14A notification
21 September 2016 Updated ToR issued to Tellus
18 February 2017 Draft EIS released for public comment
08 May 2017 NT EPA issues direction to prepare EIS Supplement Report
24 July 2017 EIS Supplement Report received by NT EPA
30 November 2017 NT EPA issues Assessment Report

The NT EPA supports the concept of Australia’s first dual underground rock salt mine and deep salt geological repository to manage hazardous waste. The NT EPA considers that subject to 19 recommendations in the Assessment Report, the Chandler Project can be managed in a manner that supports the NT EPA’s environmental objectives.

The next step is for the NT Minister for the Environment and Natural Resources, the NT Minister for Primary Industry and Resources and the Australian Minister for the Environment to consider the NT EPA’s Assessment Report and to make their determinations regarding approval of the Chandler Project.
